Civic technology — often shortened to "civic tech" — refers to technology that strengthens the relationship between people and the institutions that serve them. It spans tools, platforms and practices designed to make public life more participatory, transparent and accountable.
Why civic technology matters
Across the Middle East and North Africa, civic technology is helping citizens access information, hold institutions to account and participate in decisions that affect their lives. From open-data portals to participatory-budgeting platforms, these tools lower the barriers between people and public power.

Civic tech vs. GovTech
The two overlap but differ in emphasis. GovTech usually describes technology adopted by governments to deliver services more efficiently. Civic tech is broader: it includes tools built by civil society, communities and independent developers to empower citizens — sometimes in partnership with government, and sometimes independently of it.
